Welcome and Introductions
Norah Miller
Norah called the meeting to order at: 1:35 pm. She introduced Jake Colbert, a
senior from Beaver Falls High School, who is doing his senior project with Tom
Kaminsky, Supportive Services for Veteran Families Coordinator.

OPEN DISCUSSION
Lisa Smith - Duquesne Light (DL) CAP:
• The LIHEAP and Crisis utility assistance programs were extended until May.
Please have your clients apply at The Cornerstone.
• In order to qualify for Dollar Energy, clients must first apply for LIHEAP first
unless they already have a termination notice. DL CAP offices assist with Dollar
Energy applications, as does the Franklin Center.

Rosalyn Johnson - Franklin Center:
• The Homeless Assistance Program, which follows the same income guidelines as
Dollar Energy, has funds available for rental and utility assistance if applicants are
homeless/ imminently homeless. The program can assist with water bills and
mortgage assistance. Contact Rosalyn at 724-846-6400 x 34 with any questions
or referrals.
• Applications for youth summer camps are now available at the Franklin Center.
Contact Sandy Curry - [email protected] 724-378-2882. The camp is
open to youth who live anywhere in the county. Slots fill up quickly.

Gianna Wright - Urban League of Pittsburgh:
• Gianna’s office, located at the Cornerstone 724.846.6400 x 31, is also available to
help applicants with LIHEAP applications.
• The Urban League has a Mortgage Foreclosure Program.
Darcy Casey - The Cornerstone:
• Recently updated Cornerstone brochures are available. Call 724.846.6400 x 0.
• Please review the attached Resource Card and email Darcy with any

Mary Ann McDevitt - Women's Center:
• April is Sexual Assault Awareness Month. . See attached flyer.
• Mary Ann brought pens and chapstick with the NO MORE slogans.
Leslie Kaluzne – American Red Cross:
• Leslie thanked volunteer Nancy Grieco for attending the Coalition Meetings and
taking great information back to the Red Cross.
• The Red Cross Annual Home Fire Preparedness Campaign is getting ready to
roll out in Beaver County, targeting high-risk areas. Leslie will forward
information to Norah when the exact locations have been identified. The
program relies on volunteers to assist with the program and will be enlisting help
from community members.
Michelle Rockwell – LINK:
• PA LINK to Aging and Disability Resources Center Service Area #3 is sponsoring
a training entitiled “Waivers in Pennsylvania” at CCBC on Thursday April 23 at
9:00 AM. Providers and service coordinators will benefit from the program. See
attached flyer. Registration deadline is Friday 4/17/15.
Janet Elder - Food Security Partnership;
• If you assist someone registering for any assistance through COMPASS, please
click all the boxes so clients can access food stamps, energy assistance,
medical and any other benefits for which they may be eligible.
• At the Butler Collaborative for Families meeting, a report on the Butler Relief
Center showed a significant increase in numbers from the previous winter.
1962 referrals were received and 1498 bed nights were provided, compared to
629 bed nights the prior year.
Brenda Schultz – Glade Run Lutheran Services:
• On June 6, the 3rd annual Ford Foundation Charity Motorcycle Run will take
place. See attached.

The Ford Foundation Night of Hope is scheduled for October 31, 2015. The
fundraiser is a masquerade ball and will take place at Center Stage. Brenda will
share more details later this summer.
Ada Milliner – Heritage Valley Community Health Services:
• A free Walk-In Clinic and Health Fair will be held on June 12, 2015 at the Family
Medical Center on 7th Avenue. Local agencies will be participating and health
and medical resources/screenings will be available for people without insurance.
Ada will provide a flyer at next month’s Coalition Meeting.
Jeannie Surgalski - Disability Options Network:
• The 6th Annual Disability Options Network Freedom Fair will take place Saturday,
May 16 from 11:00 – 2:00 in New Castle, PA. See attached. The Freedom Fair is
looking for sponsors and vendors. The event takes place at the River Walk
Memorial Park, rain or shine!
Rebecca Salopek – Housing Authority of Beaver County:
• On behalf of Veronica McKelvey from the Franklin Center’s RSVP program,
Rebecca announced the 2nd Annual Purse Gala, which will be Sat 6/15/15 at The
Center at the Mall. Tickets are available for $25.
Victor Colonna – BCCAN:
• On May 14th, BCCAN is sponsoring a Housing Forum at CCBC from 9am to
noon with a networking lunch immediately following. The training is free. Email
Victor at [email protected] if you would like to attend. At the request of its
members, the regularly scheduled Coalition Meeting will take place in the same
meeting room after lunch.
• If you haven’t visited the BCCAN website recently, there is an Events Calendar.
Victor encouraged all Coalition members to post their events on the BCCAN
website.
• Victor is currently working with Michelle Rockford from LINK to coordinate a
training on Hoarding for Thursday June 4th. More information to follow. Katie
Rhodes from TRAILS Ministries added TRAILS sees increased hoarding with
individuals who have a history of incarceration.
• Lisa Kelleher, Housing Authority, reported that hoarders are considered disabled
and may meet eligibility for reasonable accommodations. She also noted that
there is legislation being considered to include this disability under the protected
class regulation of the Fair Housing Act. The challenge for landlords is that the
hoarding behavior may present a public safety hazard.
• Several coalition members noted there are other counties that have teams who
work specifically with hoarders. Norah asked if someone could get more
information and bring it back to the Coaliton to share. Kevin Boozel from PA211

Carmen Wilkerson – Fair Housing:
• April is Fair Housing Month. The next outreach event will take place at the
Beaver Falls Library at 10:30 on 4/15/15. Fair Housing Trainings are being
conducted throughout the month. If your agency would like Fair Housing
training, pamphlets or more information on Fair Housing, please contact Carmen
at The Cornerstone. 724.846.6400 x 16.
• Carmen encouraged Coalition Members to complete two brief surveys on
www.bchmis.info. Go to the link CDBG Surveys on the left hand side of the web
page. You will see a Citizen Survey and a Municipal and Non-profit Survey
Norah Miller - Warming Centers:
- At the request of Commissioner Dennis Nichols, a small group of emergency
management personnel, emergency responders, homeless advocates, county
government representatives and members of the faith-based community will
meet on April 30 to discuss the need for Warming Centers in Beaver County
during severe, frigid weather. The Centers must be conveniently accessible and
able to accommodate families during the day. Janet Elder reported the Butler
County Relief Center is willing to coordinate tours of their site.
Rosalyn Johnson – Franklin Center:
- Rosalyn refers people who owe back property taxes to St. Vincent DePaul. The
County will accept payment arrangements if you are not too far behind or
facing Sheriff's Sale. Seniors can do reverse mortgages to pay off taxes. Contact
Housing Opportunities www.hobcinfo.org regarding mortgages assistance.
Prescription Glasses Program:
• For individuals without insurance needing glasses, contact Mary Welch 724-6587671 ext. 1519. She will complete a financial assessment. $36 cash required as
well as an active script no older than 2 years. See attached flyer.
Kaitlyn Rhodes – TRAILS Ministries:
• Katie requested a copy of the most current Coalition Membership list. See
attached.
CAST: Churches Are Serving Together
• The organization is located in Bridgewater at Stone Point Landing. Limited
assistance is available if the church you attend has contributed to the nonprofit. Mary Verbe may be reached at 724.775.8191.

MEETING AGENDA
Stone Harbour Supportive Housing Program Update
Ray Gutowski
CRS (Cornerstone Recovery and Supports) was awarded the CoC funding to
operate the program. Mark Zachewicz is currently meeting with HUD regarding
program operations. CRS is working to finalizing program location and in the
process of hiring staff. No concrete date for opening as of yet, but CRS will keep
everyone posted.
Norah noted in February, the CoC Steering Committee approached Adult Probation
and Parole for feedback regarding the housing status of former Stone Harbour
program participants. The information resulted in verification of the value and need
for the transitional housing program. In addition to having legal histories and cooccurring disorders, many of the people served through Stone Harbour were part
of families whose children were involved with CYS. The County Courts, Beaver
County Behavioral Health and Beaver County Children and Youth Services all
contributed towards the cash match. CYS’ Family Group Decision Making process
will be a recommended component of the program for those with CYS agency
involvement.
Melrose Place and Lenwood Housing Program Updates
Lisa Signore
Supported Services Inc. and Harbor Point Housing historically operated both
permanent supportive housing programs, which are ending their contracts with
HUD, effective 4/15/15. This has been a very difficult transition for Supportive
Services, Harbor Point Housing, their staffs and program participants.
Melrose Place is currently a house located in Ambridge, licensed as a personal care
boarding home. The program’s target population were individuals who are
homeless, elderly and with disabilities. Working with agency partners, the 8
individuals residing at Melrose Place were effectively re-located to personal care
homes and other housing options in the county during the last 2 months. The CoC
Steering Committee is committed to saving Melrose Place and successfully
petitioned HUD to allow the CoC to select a new administrator and re-apply for
$185,964 funding for the project. The current contract, which expires on 7.31.15,
has about $37,000 in unspent funds. The COC is asking permission from HUD to
carry any unspent funds over. The COC Steering Committee is preparing to release
a Letter of Interest, hoping to identify a new Melrose Place program administrator in
the near future.

Lenwood Housing received approximately $34,000 annually to provide support
services to 12 homeless, disabled people in 8 households in scattered sites.
Currently, every Lenwood household has an income and is able to support
themselves. At this time, all of the individuals affected are stably housed. They will
continue to rent from the current landlord, unless they would prefer to move. In
that case, every resource will be used to help them, should they prefer to re-locate.
The Steering Committee will not apply to refund Lenwood Housing. The funding
amount is minimal, there is not a strong need to continue the program as it exists
and there is real estate acquisition attached to the project which makes it difficult to
take over.

• Single bedroom units are currently available in Eleanor Roosevelt, Aliquippa.
• Subsidized Units are still available in Pulaski. The Housing Authority is always
taking applications and maintains waiting lists.
• Valley Terrace has a fairly frequent turnover in units. People are encouraged to
apply.
• Lisa Kelleher: Housing Authority has both regular public housing and Tax Credit
Units. The tax credit units are located at:
• 7th Ave. in Beaver Falls – Must have chronic mental health issues to qualify.
• Riverview Apartments next to Domino’s pizza in Rochester - Anyone over 18.
