EXECUTIVE DIRECTOR East Bay Agency for Children Oakland, California OVERVIEW The Board of Directors of the East Bay Agency for Children (EBAC) seeks a dynamic, strategic leader and communicator with a demonstrated commitment to serving the region’s children and families, particularly from low-income communities. This leader will maintain EBAC’s delivery of high-quality programs and services, develop a refreshed vision and strategic plan for the organization, and cultivate strong, thriving relationships with internal and external stakeholders, including board and staff, clients, funders, and partners. EBAC has an excellent reputation for addressing critical community needs by providing a strong continuum of high-quality community based programs ranging from prevention and early intervention to intensive mental health treatment in school and community settings. EBAC’s next executive director will have the skills to partner with and support the organization’s experienced clinical and administrative staff and senior- and middle-management team to continue to create the systems and deliver the services needed by clients. ABOUT EAST BAY AGENCY FOR CHILDREN We believe that by supporting and strengthening children and families, we will create healthier adults and communities. The U.S. Surgeon General estimates that at some point between pre-kindergarten and 12th grade about 20 percent of American children will need treatment for mental health issues. Sadly, only a small percentage will get the care they require to succeed in school and life. East Bay Agency for Children helps address this urgent need in our local communities by providing students experiencing social, emotional and behavioral difficulties—most of them from low-income and under resourced (or vulnerable) families—with vital mental health counseling and day treatment services. The goal: to enable them to build on their intrinsic strengths, stay in school and overcome the obstacles that could keep them from leading productive lives. Additionally, to ensure children's continued progress in school and as they grow and utilizing a family resource center model, we also provide families in our communities with an array of multi-lingual, creative and viable options for health and social service resources and supports in collaboration with a multitude of city, nonprofit and county partners. EBAC works to improve student wellbeing through acclaimed after-school programs providing both academic and recreational activities, parent support and education centers, child assault prevention classes for children and parents, and grief support programs for families stricken with the loss of a loved one. Programs occur at school and community based sites across Alameda County. Since 1952, we have strived to be the recognized leader in giving children and families throughout the Bay Area hope, health, and opportunity. Our nurturing child-focused enrichment, education, peer support, and mental health programs are increasingly seen as state and national models. Our goal is to be a service provider and employer of choice by embracing the values of excellence, diversity, respect, compassion, and partnership. EBAC is governed by a board of 21 members and has a staff of 130 that serves 20,000 families and children each year across 30 sites throughout the East Bay Area. The organization’s operating budget is $10 million. STRATEGIC PRIORITIES The EBAC board and staff recently reviewed the current status of its programs and the near term opportunities and challenges to its work. To continue building on EBAC’s strong record of achievement, several priority objectives were identified. The incoming executive director will be charged with leading the board and staff in setting specific strategies to reach these objectives. Maintain EBAC’s delivery of high-quality programs and services Develop a refreshed vision and a 3-5 year strategic plan for the organization Develop a marketing/PR planning effort to brand/differentiate EBAC and to raise its visibility and strengthen its position with peer organizations, partners, funders, and community members Ensure infrastructure capacity keeps pace with program growth, including excellent hiring practices, space acquisition as needed, and professional development for staff and Board to ensure EBAC remains relevant and cutting edge Continue to build Board capacity to grow and fulfill its governance role, diversify its membership, strengthen its role in fundraising and grow its understanding of the challenges faced by its participants and the services needed in the community it serves Develop and implement internal communications procedures and protocols to ensure staff are kept well-informed of operational and programmatic issues and changes that impact their work and performance and create opportunities for inter-departmental information and best-practice sharing Through an aggressive fundraising strategy, diversify EBAC’s revenue streams to allow for greater flexibility in programming, provide for infrastructure capacity building needs, and continue to build reserves Anticipate and strategically position EBAC for the changes and opportunities that will come with implementation of the Affordable Care Act (ACA) ESSENTIAL FUNCTIONS AND RESPONSIBILITIES The Executive Director serves as chief executive officer responsible to the Board of Directors for the effective conduct of all affairs of the organization. The Executive Director: Engages with board and staff in creating a strategic vision for EBAC. Recommends to the board an annual budget and an annual work plan in line with EBAC’s strategic vision. Serves as the public face and lead voice for the organization. Assures that the organization’s programs, products and services are consistently of the highest quality. Supports the work of the board of directors, and is involved in the planning of its meetings and achievement of its priorities. Ensures sound fiscal and programmatic operations of the organization. Supervises senior staff, who are, in turn, responsible for overseeing EBAC’s programs and contracted projects. Leads and participates in active fundraising to secure project contracts and grants and to generate sponsors, donors and foundation funding. Develops and maintains strong, well-grounded relationships with EBAC’s staff, clients, funders and sponsors, and other collaborating organizations. CANDIDATE PROFILE Required Qualifications 1. Demonstrated commitment to serving children and families particularly from low-income and marginalized communities; knowledge of the challenges faced by those who have been traditionally underserved as well as issues unique to the East Bay’s diverse communities 2. Knowledge and understanding of community mental health and prevention services and the delivery systems targeted to vulnerable children and families; the role of government funding (e.g. Medi-Cal, ERMHS); and the local, state, and federal policies (including ACA) related to services EBAC provides 3. Executive-level leadership skills, including the ability to think and plan strategically, create an organizational vision that ties multiple programs together, and execute the vision by bringing together the financial and human resources necessary for successful programming 4. Previous success in building a culture of teamwork and cross-departmental communication that fosters excellent employee morale and retention 5. A minimum of 7-10 years experience in upper-level organizational management with strong experience and success in strategic planning, operational, fiscal, and program oversight and developing and supporting high-performing diverse work teams 6. A strong track record in raising funds from diverse sources for nonprofit organizations; keen awareness of funding opportunities; and understanding and ability to foresee and project government and other funding 7. Strategic networking skills; ability to build and maintain strong relationships and position EBAC successfully with funders and other providers as a leader in the field 8. Excellent verbal and written communications skills, including public speaking and use of electronic media; ability to represent EBAC to the public and advocate on its behalf 9. Experience developing excellent working relationships with the Board of Directors and staff; ability to engage and motivate them to achieve organizational goals 10. Culturally sensitive and aware; commitment to multicultural learning environments and culturally-informed service delivery 11. Masters degree or equivalent in social work, psychology, public health, early childhood education/development, public administration/policy or related fields 12. Bi-lingual English/Spanish preferred SALARY & BENEFITS This position is Oakland-based and the starting annual salary range is $140-160K.
