ABrief History
ARMADA
G
eneral Alexander Macomb, a highly decorated veteran of the war
of 1812 and a respected General of the U.S. Army, left a legacy of
strength with which to name Macomb County.
Though today's land boundaries were not set until the mid-1820's,
Macomb County's first setUement was founded in 1871, by a reiigious
sect of peopie called the Moravians, along the shore of the Huron River.
Predominateiy wilderness, the county's most iucrative industry was
lumber.
A failed attempt at education was made in 1818 when only three
students enrolled in the first school, located in the courthouse of
downtown Mount Clemens. In 1920, education was reintroduced but
it would be 15 years before a structure was built for educational
purposes.
In the 1870's, mineral baths and lush hotels brought international
fame to Mount Clemens for its spa vacations, due to the discovery of a
stream which still runs beneath the city. Though many believed that
the water had healing powers, the interest in the spas died out in the
early 20th centu ry.
Between 1920 and 1930, Macomb County doubled in popUlation.
Southern Macomb County was industrialized primarily due to
automobile manufacturing which escalated greatiy at the end of Wo~d
War II. A iucrative car industry, combined w~h federal programs such
as the Federal Housing Act and the Veterans Administration Housing
Act encouraged housing, and population grew by 70 percent from 1940
to 1950. As a resu~ of this grow1h, pUblic facilities were enlarged,
schools were bui~ and streets were paved.
While agriculture still dominates land usage of the 300,000, plus,
acres of Macomb County, residential development is rapidly growing
and present iand usage of Macomb County is as follows:

BOARD OF CANVASSERS
Each County must have such a board to canvass all state, county, school, and
some city, township, and village elections. After the primary and general eleclions,
the board reviews and analyzes the results to determine who has been nominated
in primary elections and which candidates are elected in general eleclions. After
the general elections, the board delivers certificates of election to the County Clerk.
The board is also empowered to conduct recounts in certain elections.

The animal shelter provides shelter for the stray animals in Macomb County.
Animal Control laws are enforced through this agency for crties and townships
that have no provisions for this service in their Charter, Macomb County residents
may turn over their animals if they are no longer wanted or need to be euthanized
due to failing hea~h or aggressive disposition. This facility is a source of information
for Macomb County residents regarding animal reiated issues.

The Community Mental Hea~h Services Board is responsible for providing mental
health, substance abuse, and developmental disabilrties services in the County
through both directly operated and contract agencies.
There are a number of service programs offered by the agency, including a 24­
hour telephone crisis and referral center; 24-hour psychiatric emergency services,
assertive communrty treatment (ACT) services; mental health outpatient services
for chiidren, families, and aduits; mental health day treatment centers for adults;
substance abuse treatment and prevention programs; rehabilitation workshop/
day programs for developmentally disabied persons; limited residential services;
counseling and diagnostic services; psychosocial rehabilitation services; case
management services; rape crisis and emergency response services; vocational
services; substance abuse services for persons in the county jail; recreational
drop in centers, respite services for adults and children; OBRA nursing home
screening and monitoring services; and infanUloddler Part H (Early On) services.

Macomb County Community Services Agency (MCCSA) is the community action
agency for Macomb. The purpose of the agency is to promote economic and
social opportunities through which low~ncome, disabled, and elderly can achieve
greater independence and self-sufficiency.
The agency consists of a number of human service programs including: General
Community Programming, three Community Action Centers, Weatherization,
Energy, Head Start, Day Care, Commodity Food Distribution, Food Stamp
Distribution, Transportation, Senior Citizen Chore Service, Senior Citizen Nutrition,

EQUALIZATION DEPARTMENT
HEALTH DEPARTMENT
This department maintains assessment and equalization records, surveys, and
assists the Board of Commissioners in the matter of equalization of assessments
and assists the local assessing office", in the performance of any duties imposed
on such officers. This includes development and maintenance of accurate property
descriptions, the discovery, listing, and valuation of properties for tax purposes,
and tha development and use of uniform evaluation standards and techniques for
the assessment of property.
Service Programs of the Health Department are implemented through four major
divisions:
1. Environmental Heallh - programs in areas of food protections, community
health and safety, waste, sheller, and water quality management.
2. Maternity and Child Care - programs include: Child Health, Vision and Hearing,
Scoliosis Screening, and Supplementary Food (W.I.C.).
3. Family Heallh - programs include: communicable disease surveillance and
control, immunizations and vaccines, treatment for sexually transmitted diseases,
AIDS testing, health assessment of senio"" and public health nursing services to
the nutrition sites.
4. Health PromotionlRisk Reduction - programs for all age groups, but aimed
at adolescent and middla ages.
The Department's service facilities are located in Mt. Ciemens, St. Clair Shores,
and Warren.
FINANCE DEPARTMENT
The Finance Department is in charge of supervising the County Budget and the
expenditures thereunder for the Board of Commisslone", to assure that a balanced
budget is maintained.

LAND FILE DEPARTMENT
The land File Department manages approximaltely 270,000 individuai
real estate parcels, including such information as legal descriptions, taxpayer
name and address, current tax and assessment information, delinquent tax
information, etc.
A drafting section is In charge of updating and maintaining the accuracy
of all property line drawings by plotting new SUbdiVisions, acreage divisions and
the consolidation of all iots and acreage as requested by local units, thus giVing
an accurate pictorial view of all tax parcels in Macomb County.

MACOMB COUNTY LIBRARY
The Macomb County Library is an information and reference center for all of
Macomb County. The Library specializes in adult collections including pUblic policy,
career information, business materials, health and medicine, government
documents, educational videocassettes, out -of -town telephone books, law, and
other reference and research
materials.
The Macomb County Library augments and supports local libraries in the County
not only with its in-depth collections but also through various centralized services
such as interlibrary loan and daily delivery, printing, ordering, cataloging and
processing of library books.
A small children's section provides services for children from townships without
locally supported libraries.
Headquarters for the Macomb Library for the Blind and Physically Handicapped,
the Macomb Reading Partners, and the Library Cooperative of Macomb are located
in the Macomb County Library.
MACOMB/ST. CLAIR PRIVATE INDUSTRY COUNCIL. INC.
Macomb County receives federal funds under the Job Training Partnership Act
to operate an employment and training program which leads to unsubsidized
employment for unskilled adults and youth.
To qualified residents of Macomb/St. Clair County, all services are free. A variety
of activities include Classroom and On-the-Job Training, as well as special
programs for in-school youth and summer jobs for young people 14 - 21 years of
age. The Macomb/St. Clair Private Industry Council also administers speciai
retraining programs targeted at dislocated workers and individuals who are 55
years of age or older and interested in job placement.
The Council also provides incentives to business to hire JPTA participants by
providing wage reimbursement of up to 50% during the training period.

PLANNING AND ECONOMIC DEVELOPMENT
Planning activities of the Department of Planning and Economic Development
include research and program development, as well as providing planning, graphic
arts and audiovisual assistance to other departments. The staff also conducts a
wid~ range of activities under the direct auspices of the Macomb County Board of
Commissioners. The Department prepares detailed maps of the County and
individual municipalities, including school districts and road systems. It is also
the central coordinating office for U.S. Census activities, and prepares statistical
reports on population, economics, land use, and other planning related projects.
Community Development activ~ies include administration of the Community
Development Block Grant Program which is designed to address the needs of low
and moderate income persons.
Economic Development activities involve the
promotion of business and industrial expansion activity in the County through the

PROBATE COURT
The court has exclusive jurisdiction for: the administration of deceased persons'
estates; inter-vivos and testamentary trusts; appointments of guardians and
conservators for minors and legally incapacitated adults; determination and
administration of disappeared persons' estates; name changes; secret marriages;
civil proceedings regarding the mentally ill and developmentally disabled persons.
The Juvenile Division of Probate Court has original jurisdiction in cases involving
juvenile delinquents, neglected and dependent children, adoptions and cases
involving juvenile delinquents under 17 years of age and concurrent jurisdiction
with the Circuit Court for those 17 years of age.

PUBLIC WORKS
Protecting the County's environment is the function of the Public Works
Commission Office headed by Anthony V. Marrocco, Public Works Commissioner.
This office's primary function is directing the construction and maintenance of
storm water drains, sanitary sewers and water supply systems, as well as soil
erosion control, review of subdivision plats, operation of county ftood control, and
antipollution facilities.
Improving the quality of the water in the Clinton River is another function of the
Public Works Office. A sewage system serving 12 communities has been
constructed to help attain this goal.
Two large retention basins have also been constructed for the purpose of storing
excess water ftow during heavy storms. This will reduce sewage backups and
keep untreated sewage out of Lake St. Clair.

The Radio Department provides radio communications services to all of the
County wide Departments of Public Safety, including EMS Provider>;. In addition
to the system maintenance, they provide consuttation, engineering and licensing
services; troubleshoots and tracks down interference; writes specifications,

There is no fee for most services. A nominal fee based on income is charged

ROAD COMMISSION OF MACOMB COUNTY
State law allows each county to establish county-Wide traffic safety organizations.
Programs included are school safety, crossing guard training, and senior citizen
safety which are presented at no cost.
The Alcohol Highway Safety Program is administered by the Association. The
program is an educational approach to the problem of drinking and driving. judges
and Secretary of State personnei refer participants to the program.
The Commission constructs, operates, and maintains 2,942 lane miles of county,
primary and local roads as well as 756 bridges and drain structures. Further, the
Road Commission maintains 166 miles of State Trucking and Freeways, under
contract for the Michigan Department of Transportation, The Road Commission is

Macomb County Treasurer, Ted B. Wah by, is by State Statute, Custodian of all
County Funds. The office of County Treasurer and its duties are estabiished by
the Michigan State Const~ution. County Funds under the Treasurer's jurisdiction
include drainage districts, county roads improvements projects, Circuit Court,
Veteran's Trust, and the Delinquent Tax Revolving Fund. The Treasurer is
responsible for accounting of all revenue, investments, securities, and the county
monies in financial institutions. Other duties of the Treasurer include serving as a
member of the County Elections Commission, Apportionment Commission, Plat
Board, Tax Allocation Board, and Building Authority.

VETERANS' AFFAIRS
This Department provides assistance to Veterans' andlor their dependents in
filling out the necessary forms to file claims for Federai benefits with the Un~ed
States Department of Veteran Anairs on a large cross section of human resources.
Some of the claims that are filed are Disability Compensation, Veterans and
Widows Pension, Home Loans, Dependency and Indemnity Compensation,
Vocational Rehabiiitation Training, Federal, State and County Burials, Military
Affairs, Government Life Insurance, Educational Claims, VA Medical Treatment,
Appeals on Veterans' claims, Career Development Counseling, Discharge Upgrades
and Review of MiI~ary Records.
Aiso included, is the Michigan Veterans' Trust Fund, County Soldiers and SailOrs
Reiief Program, WWI Veterans Hospital Program, as well as guidance and
counseling on many problems anecting the Veterans' andlor their dependents.

The Macomb County MSU/Extension is one component of Michigan State
University's Education Program estabiished in 1914.
Non-formal education programs in Macomb County are provided in agricu~ure,

development (4-H). Speciaiists in SUbject matter areas at Michigan State University

Michigan Rehabiiilation Services (MRS) is part of a state and federal partnership
that has provided services for Michigan citizens w~h disabilities for over 70 years.
If you have a disabil~ that makes it difficu~ for you to work, MRS may be able to
help you prepare for, find, and keep a job.
The counselors at MRS work closely with their clients including helping them to
select, and then enroll In, the program needed to prepare for a new vocation.
Other services onered are financial aid counseling, assislance with extra vocational
expenses not covered by other available resources, and post-training services.

MAJOR PARKS IN MACOMB COUNTY
Macomb County is often noted for its recreational opportunities, particularly its
access to both inland lake facilities and Lake SI. Clair. There are four major public
parks in the County where persons can enjoy a vast array of year-round, recreational
activ~ies. These four parks complement the many municipal parks located in
each of the twenty-seven communities in Macomb County. County residents are
never far from leisure facilities.
The major parks in Macomb County include:
Freedom Hill County Park
Located in the city of Sterling Heights on Metropolitan Parkway, this 100 acre
park is easily accessible from all parts of the County. Opened in 1974, the Freedom
Hill County Park has evolved into a special events park known for its festivals and
shows. Major facilities at the park include the multi-use Independence Building,
festival grounds with shelters, open-air amphitheater, tot lot, and games area.
The park is used by families and groups for picnicking and related activities. The
air-conditioned Independence Building, complete with caterer, can be rented for
business meetings and social gatherings.

frontage. The park is designed for use by a variety of age groups. Facilities
include a large lake beach area, sWimming pool with water slide, tot lot and play
areas, picnic areas and she~ers, three marinas, a nature interpretive area, a paved
hike/bike trail, boat launch, an 18-hole par 3 golf course, and an 18-hole adventure
golf course. An open-air pavilion offers day and evening concerts during the
summer months. In the winter, park users can enjoy ice fishing, ice skating, and
cross-country skiing, weather permitting.

Built around the 500 acre Stony Creek Lake in the rolling terrain of northwestern
Macomb County, this metropark utilizes tts 4,461 acres for a variety of recreational
activities. Nine large picnic areas accommodate summer visitors. Ten miles of
paved roads and over six miles of hike/bike trails provide scenic tours. Other
amentties include an 18-hole championship golf course, a nature interpretive area,
two sWimming beaches, play areas, boat launch, and boat rentals. Winter visitors
can enjoy cross-country skiing on groomed trails, sledding, and ice skating.

Beginning April 1, 1995, Wolcott Mill Metropark will be open year-round. This
metropark highlights a historic grist mill on the North Branch of the Clinton River
in Ray Township. Situated in a pristine, natural setting, the park offers educational
group tours of the mill, and a variety of history programs for families and individuals.
A short nature trail is also located near the mill. Currently under development is
the Farm Learning Center. Covering over 200 acres about one and one-half miles
north of the mill, the farm will demonstrate modern farming practices to the general
pUblic and to active farmers. The farm will house a smail dairy herd and other
farm animals, and tt will exhibit sample plots of many different agricultural crops
such as corn and soybeans.
